General Assembly Highlights

The 177th General Assembly of the Cumberland Presbyterian Church met in Hot Springs, AR June 18 – 22, 2007. Pastor Blakeburn attended this meeting.

Co Moderators Elected: Frank Ward (West Tennessee Presbytery) was elected moderator, but asked that the standing rules be set aside so that the Assembly be served by co-moderators and that Rose Mary Magrill (Trinity Presbytery) be elected to serve with him jointly. The motion passed.

Denominational Organization and Structure Changed:

    *    Approved the concept of a single governing board (Ministry Council) for all program ministries and services, which will replace the General Assembly Council.
    *    Established the position of Chief Ministry Officer. The Chief Ministry Officer, working with the new 15 member Ministry Council, will have authority over all aspects of the program ministries and services of the denomination.
    *    Affirmed that all the work of current programming Boards and Agencies remain intact; however, their boards will be replaced by Advisory Committees by the 178th General Assembly, and the Executives will become Team Leaders of their respective ministry areas.
    *    Adopted a recommendation that the new leadership team participate in a leadership team development process.
    *    Approved hiring a person to be in charge of technological systems and that the existing computer network be updated, and the financial accounting system be upgraded.
    *    Adopted a recommendation that the Historical Foundation be recognized as an Institution governed by their Board of Trustees with membership from both the CPC and the CPCA.
    *    Recognized that with the elimination of the General Assembly Council, the position of Executive Director of the GAC was eliminated. The General Assembly expressed it sincere gratitude and appreciation to Davis Gray for his 14 years of faithful service to the church in this position.

Center Task Force:

    *    Joined with the 2005 and 2006 General Assemblies in strongly encouraging all churches to give $100 per active member to the Center re-location effort.
    *    Recommended that the proceeds from the sale of the Warren building be used to pay the existing loan back to the endowment fund and that the maintenance debt be paid as soon as possible.
    *    Learned that the Wolf Lake Drive property has been leased to another organization and is no longer available.

The Office of Certified Lay Minister: The Commission on Ministry proposed that we create the office of certified lay minister in the Cumberland Presbyterian Church. The General Assembly approved the concepts “regarding lay certification and ordination; and that the suggested constitutional changes be sent to the joint committee on amendments to be presented at the 2008 general assembly.”
  Summary of Changes:

    *    Creation of a new office of certified lay minister for those called, but not to ministry of word and sacrament.
    *    Exploration of call begins with local committee appointed by the session, then moves to candidacy under the presbytery. Candidates then move into the ordination track or the lay ministry track.
    *    A roll of certified lay ministers is kept by presbytery.
    *    Certified lay ministers have voice but no vote at presbytery and in the local session where they may serve.
    *    Licentiates and certified lay ministers may administer sacraments, but only in particular churches where they are officially stated supplies and only with approval from presbytery on a one year, renewable basis.

Next Meeting: The 178th meeting of the General Assembly of the Cumberland Presbyterian Church will be in Japan on June 5 – 13, 2008.

Called Meeting of General Assembly

The General Assembly of the CP Church met on Friday, December 7 and Saturday, December 8 at the Brenthaven CP Church in Nashville, TN for the primary purpose of changing the by-laws to correlate with votes taken at the 177th General Assembly.

    *    Election of Vice Moderator: Dr. Rose Mary Magrill declined the nomination. Elected Rev. John Deaton, Hope Presbytery
    *    The Board of Stewardship, Foundation and Benefits will remain a subsidiary corporation of the CP Church General Assembly, but all programming responsibilities of the Board will be assigned to the Ministry Council (stewardship education, Touch the Future, etc.)
    *    The Board of Christian Education, the Board of Missions, the Publication Board, and the Commission on Ministry will be dissolved by merging those corporations into the Ministry Council Corporation.
    *    Created a new Board of directors for the GA Corporation.
    *    Authorized the Center Task Force to purchase the property at 8175 Traditional Place for an amount not to exceed 1.3 million dollars, and authorized a bridge loan from the Board of Stewardship not to exceed 1.645 million.
    *    The title of "Chief Ministry Officer" was changed to "Director of Ministries."
    *    The new Ministry Council was given the responsibility for employing the Driector of Ministries.
    *    Adopted a resolution in honor of Davis Gray, Jr., retiring executive director of the General Assembly Council, for his service to the Church.
    *    Recognized Claudette H. Pickle, retiring executive director of the Board of Christian Education.
    *    Recognized the achievements and commitment of Richard Magrill, former executive director of the Board of Stewardship.

West Tennessee Presbytery Report

Our Presbytery met with the Milan First Cumberland Presbyterian church on Saturday, October 6, 2007. Jerry Edwards and Robert Hendrix were our delegates to this meeting. Pastor Blakeburn and Annetta Camp were also present.

    *    Re-elected Elder Ronnie Parks as moderator
    *    Received information about Leaderfest ’07, which will be held at the Jackson First Church on Sunday, November 11, beginning at 2:30 p.m.
    *    Approved the preliminary mission design for the Hope Church Fellowship in Medina, and approved the Rev. Jonathan Watson to be the church planter.
    *    Granted provisional status in Presbytery to Redeemer Evangelical Church (Rev. James Latimer, Pastor) under the direction of the Task Force on New Church Development. Redeemer Evangelical is located in Germantown, TN.
    *    Granted provisional status to New Beginnings Church (Rev. Craig Wilson, Pastor) under the direction of the Task Force on New Church Development. New Beginnings is located in Frayser.
    *    Recognized a church fellowship in Midtown Memphis, under the direction of the Rev. Dr. Barry Anderson, as a New Church Development of West Tennessee Presbytery.
    *    Approved the interim pastoral relationship between Rev. Byron Forrester and the Dyer CP Church … Dissolved the pastoral relationship between Rev. Andy McClung and the Savannah CP Church … Dissolved the pastoral relationship between Rev. Karen Mosley and the RoEllen CP Church … Dissolved the pastoral relationship between Rev. Randall E. Leslie and Mt. Carmel CP Church … Dissolved the pastoral relationship between Rev. George E. Butler and Sharon CP Church … Approved pastoral relationship between Rev. Lisa Peterson and Walnut Grove CP Church.
    *    The ordination of the Rev. Dr. Johnnie Welch was recognized and has enrolled in Presbytery as a Cumberland Presbyterian minister … Approved the ordination of licentiate Richard (Rocky) Whray … Candidate Jacob Harwell was raised to the status of licentiate … Received Joyce Young and Jo Ann McClanahan as candidates for the ministry …
    *    Rob Kerr was elected to succeed himself for a three year term on the Board of Finance and Benefits.
    *    Reviewed a proposed 2008 budget for Presbytery that was anticipating a deficit of $80,000 to $110,000. Sent the budget back to the Board of Finance with the mandate to present a balanced budget to Presbytery.

Called Meeting of West Tennessee Presbytery

A called meeting of Presbytery was held on Saturday, December 1, at the First CP church in Jackson, TN for the purpose of acting on recommendations from the Board of Finance and Benefits of Presbytery. This was done to balance our budget for 2008.

    *    Reduced the amount Presbytery will apy for denominational health insurance for eligible ministers by 10% (from 80% of the premium to 70%).
    *    Reduced the amount Presbytery will pay of the premium of the denominational health insurance for eligible probationers by 15% (from 100% to 85%.).
    *    Funds for each Board and Committee and Camp Clark Williamson proposed budget presented at the October 6 meeting of Presbytery were reduced by 15%.
    *    The rate of giving for the churches of Presbytery was set at 8.5% of their income.
    *    The funds previously approved in the budget for the New Church Development in Medina and Memphis be taken from the savings account.
    *    Approved withdrawing $15,000 for expenses for the Iona Community fo Faith for 2008 from the savings account.

Diaconate Report

The diaconate of the Cumberland Presbyterian Church met January 8, 2008, at 7:00 p.m. at the church. Scott Cottrell gave the devotion and opened the meeting with prayer.

Deacons present: Randy Boatright, Cheryl Cobb, John Cross, Suzanne Edwards, Debbie Ford, Becky Hamilton, John Hamilton, Faye Hendren, Coleen Jamison, Cal Johnson, Rob Kerr, Greg Moore and Ginny Ramage.

Deacons excused: Pat McCutcheon, Larry Voss and Clete Youmans.

Old business: The minutes of the December 11, 2008 joint meeting of the Session and Diaconate were approved.

New business: Officers for the 2008 year were elected:

    Chairman: Greg Moore
    Vice-Chairman: John Cross
    Secretary: Suzanne Edwards
    Treasurer: Rob Kerr

The finance report was accepted as written. We had a budget deficit of approximately 11,000 in 2007, but our expenditures did not exceed our income.

Pastor Blakeburn reminded the Deacons that all Ministry Teams will meet on Sunday, January 27, at 2:30 p.m. in the Fellowship Hall.

The meeting was adjourned with prayer by Greg Moore.

Session Report

The Session of our Church met on February 19, 2008 at 7:00 p.m. at the church. The meeting was called to order by the moderator, Dr. Larry Blakeburn. A quorum was present. Elder William Mallard gave the opening prayer.

Elders present: Steve Clark, Tracy Clark, Danny Dedmon, John Ford, Albert Fowlkes, Danny Fowlkes, James P. Green, Jim Hamilton, Jim Mohead, Tim Orr, Ricky Petty, and Martha Murray.

Also present: Minister of Music, Brad Sanko; Minister of Youth, Matt Tyler; Minister of Christian Education, Annetta Camp.

Communications:

Approved request from the Dyersburg Choral Society to use sanctuary for their spring concert on Thursday, April 24, 2008 and rehearsal on Thursday, April 17.

Approved request from Jennifer Hamman and Rob Krauss to use the sanctuary and fellowship hall for a wedding and reception on June 27, 2009 and sanctuary for rehearsal on June 26.

Passed recommendation for a resolution to be composed to honor Geraldine Shauf.

Pastor’s Report:

On motion pastor’s report was received as presented with Tracy Clark and Jim Green approved as delegates to the March meeting of the West Tennessee Presbytery.

Diaconate Report: On motion concurred in the report and adopted as recommendations.

Christian Education Ministry Team: On motion the report was received.

Evangelism Ministry Team: On motion the report was approved as received with the recommendation that $500.00 be given from its budget in support of the Missions Carnival for the Native American children in Broken Bow, OK. This Missions Carnival is in conjunction with the Youth Choir Tour.

Finance Ministry Team: Elder John Ford discussed the written report.

Worship Ministry Team: On motion approved a special service of Easter Anthems and Reflections during a combined service at 10:40 a.m. on Sunday, April 13.

Personnel Ministry Team: On motion approved issuing a call to Annetta Camp to become Associate Pastor of Christian Education and Visitation, and that an Ordination and Installation Service be held at our church at 3:00 p.m. on Sunday, March 9.

Trustee’s Report: On motion the report was approved with its recommendations. 1) The gift of $5,000.00 from Mac Kerr’s estate be placed in the Trustee’s fund with annual interest to be used for second mile giving. 2) A total of $7,650 will be given for second mile giving this year.

On motion, Elder Martha Murray adjourned the meeting at 8:05 p.m. with prayer.

Jr. High Retreat is March 14-16 at Camp Clark Williamson.

Mission Trip through National Relief Network with a tentative destination of Northern Ohio on June 14-20.
